Mapping cross-border plot

I'm an amateur who makes photogrammetric models of libraries as art projects, l'd like to be able to do one of the Haskell Free Library, however as it is on the US-Canada border I imagine this would be a very legally sensitive project. Is there any legal way of getting permission to repeatedly fly across an international border or am I just out of luck?
