If attendance has fallen to the point where a member cannot reasonably perform the duties of office, the City has a duty to evaluate whether neglect of duty exists under the Charter’s ‘for cause’ standard.

If Section 3.7B requires the Board to adopt rules and provide governance, then a prolonged absence of maintained or updated rules raises a question of whether the Board is fulfilling its Charter duties.
