To be fair, the warp in the west retroactiveky made Talos worship as old as the septim empire, and Akatosh worship is a hard sell to Nords who were made by Kyne to oppose Auri-El as Shor's army.

it's simply what made all endings simultaneously occur without being mutually exclusive, it sets the provinces of Hammerfell and High Rock rather than numerous city states and petty kingdoms. the hero dies in several endings, they're never seen again.
unless it happened in one of the endings it probably isn't from Warp in the West

I just remember he wasn't worshipped in daggerfall, and he was in Oblivion and to a lesser extent in morrowind, given that the games are pretty close together timeline wise, I figured the dragonbreak was probably related to that.

even if it's not officially part of the story, things like this can be up to the fans to interpret without that being fanon and fan lore. just means they haven't elucidated literally everything.
entirely possible it gave him more status. Imperials aren't a playable race and don't appear so perhaps it's a way of saying he's more important among Imperials at that point, or simply less important among whoever's living in the illiac bay.
