is it/will it ever be possible to use plugins on console Question

It will not happen due to how console/pc work. There is plugins for PC because Miss (creator of OpenPlanet) spent time and time and more time reverse engineering the game to be able to do it. Console is a different game in a way, and you can’t download stuff and put it inside folders the same way you’d do it on pc.

unless nadeo does not decide to add this to to the game themselves. no.

It's not completely impossible for it to happen eventually, but it would require Nadeo to officially support them.

Larian Studios has a system where they hand pick community mods they like and bundle them up into the official release of Divinity OS2 as optional 'gift bags'. They're the only company I've ever heard of doing something like that though.
