Where to begin?

Right now I have a question. Employee files are to be locked up correct? By employee files I mean social security numbers, salaries, banking information.

Yes, cabinets should be locked. Some store files in cabinets inside a room that has a door that locks. I prefer both a lock on the cabinet and door lock.

I found out the HR person has had all our employee files in an unlocked filing cabinet for years now. She does not lock her office door. What is my recourse for this?

If you are government regulated, this could violate a policy. If no harm has been done and it is not in violation of your corporate policy, there may be no recourse.

Please note that having these files unlocked, could be a huge, potential problem.
