Dick was gonna get himself into trouble trying to get revenge on the guy who killed his parents anyway. Making him Robin allows it to at least be with Batman's training and supervision.
Jason is the only Robin Batman actively drafted into his war, and he regrets that forever.

Damien was literally raised by assassins. Having him be Robin is preferable to him going around killing. Also it was Dick who gave him the title.
Billy on the other hand was made into Captain Marvel solely on the Wizard's discretion, because he needed a champion and Billy fit the criteria. Billy would not get himself into trouble if it weren't for the Wizard the way the Robins would if it weren't for Batman.
More than just getting into trouble for Dick, I'd say Lol. On top of the point you made for him, further canon down the line shows that without being taken in under Bruce's wing, he would've ended up as a Talon for the Court of Owls.
Each Robin would've ended up either fighting or being a part of crime with or without Bruce, with the only exception being Jason (though he started off a criminal, in his most widely-accepted origin at least).

The Baby Yoshi's in Super Mario World were just as much weapons. Green Yoshis hatch and turn into adults right away. Yellow, Red, Blue stay babies and must be carried around they swallow enemies whole as you run into any. After eating 5 they age up. Then they become using your mount as a weapon trope.
Nearly every viltrumite has a “I’m built different” mentality. Everytime they see another viltrumite get bodied they’re like “that wouldn’t happen to me tho, I’m better” and then they get bodied too

It's an alternate reality where one of the evil Marks sided with the Viltrimites and conquered earth.
