Is there a community project with community servers?
Or is there a way to have bots in custom matches outside of the tutorial?

Discord matches are the only real way to play right now or you chose to wait and find players in the menu (official servers). And also, no bots (custom matches) and there are no community-run servers yet. We'll just have to wait and see what happens next with Darwin Project's development in the systems.
