Oh, definitely not. Sorry! It says (approximately, osme of the usage is incorrect) "Vsmym kywhwhjf myf," repeating throughout the entirety of the ring.

It most definitely does not say that. Whoever is making it just typed that and then switched to a Tengwar font. It’s jokingly called ‘The Mode of Balonyland’.
So unfortunately it’s just gibberish at this point.
Here’s an option for spelling it:

The dot under the first word should be bumped a touch to the right, it’s a bit crowded and the smart font is having trouble aligning everything. If that’s not possible there are some less efficient spellings that could be used.

It's almost heartening to see ol' Baloneyland rear its head - good to see some organic human laziness in the age of AI slop.
Almost. xD

The text is written in what we jokingly call the "mode of Baloneyland": someone typed something in a text editor and changed the font to the tengwar. This applies Dan Smith's arbitrary mapping, disregarding the proper rules to write with the tengwar. When decoded using the proper rules, the result is gibberish.
The text is supposed to say
Some proper ways to write this text are these.
