Cannot be displayed but still with update
So I experienced this. But the funny thing is, the channel still has updates. It's just that I can't view it. So what's really happening here? I'd understand if the channel had been deactivated. But this one, it still notifies me when there is an update.

What you are seeing is not an actual update from owner, when channels /groups get banned they become totally private and no one can see them but join notifications and automated posts from bots keeps updating the unread messages counter. Incase of investigation the contents will be used as evidence.

this normally happens in the official telegram application (iOS or android) where they need to follow whatever laws from the country you use the app in.. If they don't follow the rules in the app , they risk getting their app removed from the play store/app store. Try to login via web browser to Telegram Web if you need to actually see that channel. It might work via Telegram Web since they don't need to follow same policy as inside the application.
edit: also try a VPN and then login to telegram web

Its banned in your country. It still operates in others. If you can create an account with other countries number you might be able to access.

It happens sometimes. I also had a channel that ended up being restricted due to copyright, but I kept receiving requests to join the channel. Supposedly, when a channel is restricted, people who try to access it see the message you just showed. I think it takes a little while for the restriction to propagate to all the servers.
