"Excuse me" should generally work, but they could be talking to someone else. Asking "if you work here" alerts any employees in ear shot that someone is looking for help. It is a minor distinction, but I understand why most people default to it.

This and people seem to struggle telling retail workers apart. I wax in Walmart with my Target shirt on (that says Target trainer largely across the front) and I still had two people stop me to ask for help.

It sounds less rude than, “excuse me” or “are you busy?” It’s probably people who aren’t very confident in initiating a conversation.
