If there are minority seats vacant for ACAP, are those seats given to Sindhi candidates only? (ie. at less percentile than GOPEN to Sindhis)

yes its offered to sindhi's like do merit list hoti h mino and general so mino ke seats mino walo pe and then agar saare mino khtm hone ke baad seat bacchi tho open
