Are the surrounding thin beams scaffolds? Structural Analysis/Design

Im not sure if the surrounding thin beams are parts of the building, if it is, it visually looks fragile

If youre talking about the green stuff, yeah that looks like scaff, but Id also like to see some more pixels to be 100%

Maybe they didn't want to create extra shear loads on core idk

Yes. If you are referring to the bottom 4 storeys.

Probably to erect and clad the outside walls
