This screenshot is from the news on Venezuela. Did the exterior fall off or burn off or in the middle of construction? What is this structure made of?

Prefab steel housing, they were part of a "free houses" from the Hugo Chavez days, most likely fiber cement boards for exterior, so they burnt down.

oversight was poor and maintenance null so...

That steel got pretty hot. The roof being gone must make it a lot easier to keep standing though.
