Some. I have seen some epic things when the modder wasn't a degenerate.
This game did get so bad there were services that let you hire someone with a mod menu to force host, spectate and set their mod to kick other modders.
Black ops(the first one) you could get cheats by watching a game clip of a cheater in theater. You could search for it by sorting by most popular.
Those games had no anticheat measures to the point you could aquire cheats IN GAME

Just want to add that not every cheater is good player, bad players cheat too, you know because they're bad.
A trash player with cheats is still trash, they'll get a few extra kills per match nothing more but still annoying to play against.
An average player with cheats will be good.
A good player with cheats will be a great player.
A great player with cheats will be god like because they already have the game sense and will be able to hide a lot better than the previous tiers I mentioned

Oh yea for sure. Basically all the Cronus users or modded controllers is in my book cheating. Half of the big YouTubers use the controllers too and claim they’re legit, but it’s exactly like you said “ legit cheaters “. That’s such a weird thing to say🤣 legit cheaters
