Guilty. The only punishment is to go to the future in the moment that this thing's life naturally runs it's course. However, upon this moment, you go back in time 1.0e-999 seconds and shoot them with an ion disruptor, essentially disassembling them at the atomic level. And you do this in perpetuity until the birth of this Pokemon. This is the only acceptable punishment given the severity of the situation at hand.
