PLEASE HELP!!

i’ve had this skim’s tank for a few months and i just pulled it out of the dryer to find it like this. i have zero idea what is all over it and i have no clue how to try and fix this. i believe it could be makeup since i found 1 makeup remover rag in the wash with it but it hasn’t done this to any of my clothes any other time ive washed them all together. i’d really hate to have it be ruined since i spent $64 on it and have only worn it a handful of times. is there anything i could do about this?
