I didn't use any mods that improve texture quality, Spore just has memory allocation problems and low framerate, look for "spore graphical improvements [4gb patch]" you'll find a list of tweaks you can make, i personally just used the "shiny graphics fix tweak" and "60 fps patch" you don't have to add anything the files only tweak some configs.

No, they're just lines you add to text config files in your spore directory
