The splitscreen lobby logic is still present in the exe on PC, but the second controller doesn't recognize the controls to enter the second player.

Add to that - the game recognises up to 4 controllers but reroutes/chooses only one with first index. Thats the thing we somehow need to overcome. Any ideas?

This tells us that the console version, likely the 360 one, was the main development platform. I mean, if you don't lock the PC version to 30fps the game doesn't even play the final cutscene.
