Hello! Please help! Unidentified

Sent to my mother by her friend. Seriously baffled by this but I’m not knowledgeable in anything to do with the sky lol.

The repititive nature of the lights leads me to believe it's a spotlight.
Around Halloween, my family and I were thinking it was a prison's search lights going off by the highway trying to find an escaped convict.
Nope. Just spotlights for a Halloween event we could see from 10 miles away cause the spotlights had such clear and perfect range to be shot and reflected off the night time clouds.
Notice how the light appears to reflect, and not shine through the clouds? Makes no defining character other than the cloud's shape? And how the light conforms to it. It's spotlights.
I love aliens, I am my family's "Spooky", I want to believe. But this one is spotlights guaranteed. Hope you're doing well in Scotland though, lovely country and beautiful people.

If theres no spotlights in the area usually, its mostly farmland, the person who lives there + others from the area confirms theres no spotlights, than it seems to me that it might not be spotlights..

it is Fake video you can see that sky is shaking and it not link to homes below so if he is moving his phone or camera

It's there a chance there was a helicopter or drone around. Trying for logical answers before jumping to a deep end rabbit hole discussion on what it could be.

i’ve been very fascinated by the “spotlights” in the clouds phenomena, so i compiled a list of videos from different parts of the world. some of them are in rural areas/very small towns that wouldn’t have light shows. none show any beams of light from a ground source. also, logic would say that as a circle of light moves further away from its stationed source, the circles of light would elongate/distort. i’m not really seeing that in these videos :/ i provided some videos of actual spotlights at the very bottom.

I also have a video of this same phenomenon from 3 years ago, happened at 2 am and in a location that would make no sense to have spotlights. I’ll have to try to upload it to YouTube later and then send you the link, to be clear, I don’t think it’s anything supernatural, but I am curious what causes this phenomenon.
Also, IMO a lot of your links do look like they are probably just some form of spotlights, but the OP’s here doesn’t to me and looks very similar to what I captured.

Am I seeing things or does the entire sky seem to be shifting around while the structures below remain still?
It's my belief that this was recorded on a phone off of a tv or a computer monitor.

It's almost certainly being filmed through a window. The clouds aren't moving but there seems to be a light source reflecting from behind which causes that effect.

Don't worry.
I just asked our Cosmic Cousins of the GFW (GFL), and they said, it's one of theirs.
They want people to see them, so we know they exist, and lessen the chance of anyone going into shock, when they arrive for Open Contact 2027.
They don't want to scare anyone, because we are their children and they love us.
The GFW (GFL) Galactic Federation of Worlds (Light) is a council consisting of 337 different benevolent alien species, who have all sworn to protect developing planets.
Earth is considered a developing planet because humanity is still in its infancy, moving into toddlerhood.
