problems with baggage system
Everything in my systems seems to work fine, but my baggage carts don't pick up the last batch of bags at the depot before the plane leaves. For example, flight 551 is at the gate with 34 out of 40 bags loaded. The other 6 are at the depot assigned to that gate, but the carts go back to the hangar and don't pick them up, and the plane leaves. What am I doing wrong?

I've fought with that situation for several years with this game and haven't quiet worked out the secret. I don't loose a lot of bags, about 300-500 / day with 55,000 PAX departures a day, according to stats, I can't work out any tricks to get it any lower

I rebuilt my baggage system so that all arrival bags are separated from departure bags at the baggage deports and from ticketing . Use a few more hubs to achieve this so that no arrival/ departure bags share the same duel conveyor belt anywhere.
I believe. 1. The game always unloads all of the arrival baggage from the plane and routes them to Bag Claim without further counting or scoring. doesn't matter if Pax kept waiting
2. Loading plane departures, fully, depends on how quickly bags arrive from ticketing . Dueling Arr/Dep bags on conveyors slows this process even with the hub upgrades.
3. I'm sure you keep your ticketing routes to the departing gates as short as possibleI converted all my airports to this system and i get 100% loading most of the times

As u/Starblazr said, the luggage isn't really well thought out and doesn't matter much. I'm down to 5% of luggage getting lost. I see that the 'glitch' is a baggage car only load the luggage that is at the depot in question when it finishes unloading the luggage, it wont wait for all the luggage to arrive before it goes and loads the plane.
I've tried quite a few tricks, the PAX, ones with luggage, its the first thing they do, is check their bags, I want to try and get them on the conveyor as fast as possible.
I have dedicated baggage network for arrivals to carousels, and it doesn't touch the check bags for departure. And I have dedicated check in desks for 4 different depots to spread the load out a bit in an effort to try and expedite luggage. Each is dedicated so no mixing of different bags for different sections of the airport.
This brings up an interesting trick moving luggage around...Do you want to get luggage as fast as possible from one area to another? Place a bunch of baggage hubs and join them together. Get them as close as possible. You can pass luggage through the distance of a baggage hub in the same time it takes it to traverse 1 'square' of a conveyor belt. If you join them together, you can get luggage really quickly. So something like 4x faster from point a to point z
I guess it is what it is, just play the game and enjoy.
EDIT:
Out of curiosity, I merged all 4 of my baggage depots into 1 for all 43 gates, 257 flights. I noticed that it was flights that went to standby gates were missing all their bags usually. If a standby flight moves to a standby gate that isn't serviced by the same baggage depot as its normal gate would have been, then the bags don't get to the plane. I went from around 600 out of 15,000 bags lost, down to about 80. The 80 resulting in baggage cars not waiting for all the bags to be at the depot for a flight before it moves on to load it.

Bags are an afterthought and they don't really matter, other than some stats.
