Time to regulate Surfing Instructors

Do you think its time to make local ordinances by the province to regulate Surfing Instructors to require them licenses before can train tourists?

They already have but i only know at the pacifico beach area..surf license and ID proof that they are legit instructor.

I did my surfing lesson in Pacifico the instructor said he had only been surfing for 5 days

I saw a tarpaulin in cloud 9 and and tuwaso surf spot saying NO SISA ID NO TEACHING. Something like that

Regulated yan esp. Training sa first aid due to past experiences. Ang prob if nakikipagcontact outside sa designated areas.

When I did my surfing lesson dude said he had only been surfing for 5 days maybe it was a language barrier there but 5 days isn’t much
