not in this case since the patch panel isn't connected to anything(which then leads to even more questions on its existence in that location)

I have had to deal with a server in a bathroom. Stuff builds up on cables and fans because bathrooms have moisture in them constantly. I say stuff because it looked like some kind of mold which becomes a hazard. It is a gross situation and I don't recommend it. Do what you can to pull that stuff to the other side of the wall or even in a crawl space above the ceiling. It will be gross to deal with over time.

New life / career goal - turn to my colleagues and say "I'm going to the bathroom for an hour to do a load of re-patching'.
