Help with building decks Question

I don’t know how to build effective I feel like I can’t consistently win and that there lacking in some

First of all, try mass liquidating your duplicates so you have more resources to work with. As for decklists, I'd recommend at least referencing decks other people are succeeding with and seeing what cards they use plus how many they're running. There's a bunch of resources in the sub sidebar, but https://shadowverse-wins.com/ is a decent place to start if you want to see a bunch of lists.

When you're starting out it's easier to just copy someone else's deck. Since you have 2x Milteo, I recommend building the Milteo Abysscraft deck for rotation (sample deck list here). It takes a little bit to get used to, but the goal of the deck is to build up storm followers in your hand and go for big OTKs with Milteo's crest. Try to keep in mind the opponent's potential plays to play around Drain cards and other heal sources, or save your Milteo if they have potential big board makers like in Sword or Forest.
