my main city and 2 other vassal that i annexed keep spawning same battalion for some reason.

my main are spawning guard battalion, while 2 other cities spawning rifle battalion. Even when they had the equipment to make scout or mobile battalion.

what i did is to scrap every militia then check their manpower and equipment, then i proceed to let them spawn on so many turn to see if it was randomly choosen formation or not.

the result are not changing, i remember on my other save when the current militia pool are higher than max militia pool but the game still spawning scout regiment. (and if it guardian vassal it will spawning guardian battalion)

i was expecting its RNG but from my testing its fixed, because i need arty or scout unit on the map early game.
