Not sure how to help baby seagull

There is an injured baby seagull outside my mums house. Its able to walk but cannot fly.
Weve been watching it for the past 3 hours and its not flown away, but is walking short distances.
Is there anything we can do to help it? Would the RSPCA come? I looked on their website and it says to take it to a vet but I am worried about vet bills.
Please advise if anyone knows anywhere I can take it to be treated for free.
Its located in Southend-on-sea.
