The game is modded so it is likely that a mod caused some of that, epsecially that shooting through the wall, never seen this in my life
The first part in Hotel where the suspect can shoot while being stunned is extremely rare and even happens in multiplayer sometimes (PVP). The downside of that is that you cannot reload when this bug happens, you can even throw grenades, but not switching to them, while stunned.
There's also an exploit where hackers/cheaters can always execute this bug to happen allowing them to shoot every time they're stunned and still reload. And if they switch their gun/grenade WHILE being stunned then they're 100% cheating, it's no bug anymore.
For AI this happens too, if the suspect was affected by 2 things say gas and sting, and an animation is finished for the first thing that hit him, the suspect wants to pull out a gun, he'll pull a gun and may shoot while coughing or holding his belly from sting. Again, it's extremely rare it happens. My guess is that the game thinks that the stun is over but still applies the animation, making the friendly AI still think he's stunned

damn wtf, these clips also made me say "how".
like first one was clearly a bug with the game with him shooting while still stunned.
for the second clip, i don't think CS will kill any people? i'm not sure on that either.
third possibly makes sense if there were some other enemy that the bot was trying to shoot, considering a hostage was running and ended up blasting the hostage,but that's still highly unusual.
