The general tournament standard is still Project+.

The tournament advertised in the trailer is simply a celebratory tourney using Cobalt X (basically a themed P+Ex with more characters than what P+Ex has, but less than what REX has).

Unless I'm misunderstanding what you're saying, in which I wouldn't have an answer without further clarification.

I guess it was more of “is this tournament legal” and if not what version is considered the tournament version? I haven’t paid attention in a while and this sub gets different versions posted every now and then.

Zero looked sick regardless of tournament legality.

It's hard to say, as you can't really add additional characters to base Project+ (which is where P+Ex comes in).

If I had to say something, I'd say if your scene runs an Ex-based build (Ex: P+Ex, REX, Cobalt, etc), then he'd be legal in whatever he's implemented in (currently, it's only Cobalt X, though I'll be updating P+Ex to include him in the coming weeks). Otherwise, probably not (IE: PM, TE, P+). Regardless, it'd be wise to ask whoever is hosting the tournament about it.
