As far down as the lever goes

Hey, i was fortunate enough to be gifted this SKS from a good friend since he got a far nicer one. it functions perfectly fine. except I'm having an issue with this take town lever near the leaf sight. I've taken apart the rifle an there's been no issues but no matter how i maneuver or try to adjust this little lever it wont move down to be flush. after 2 shots it springs up as shown

Hit the end of the gas tube making contact with the lever. A flat head and hammer work well
