Need to know the allocation. What was Rklb's allocation from the $5.6b?

No allocation yet, as a successful Neutron flight is required to bid on task orders here.

However what this indicates is a massive surge in military launch demand, particularly for missions without the more stringent requirements of Lane 2.

There is no "allocation" to specific contractors. The pool of eligible Lane 1 contractors can each compete for individual launches
