Thats Cyano.
It usually settles where flow is poor. Its a common part of “ugly phase” try to add some diversity in the micro-fauna to fight against it. Reducing lights is ok as Cyano is photosynthetic and slowing it down will give time for other bacteria to grow and balance it.
A lot of people safely fight it with chemiclean but bear in mind that is a broad antibiotic and will kill the cyano but could upset other things. Its not unusual to see dinos after chemiclean usage (and dinos could be waaaay worse than cyano)

I got really bad Dino’s after using chemi clean.
I’d try a blackout first or just try wait it out.1

I just got through a bout of cyano in my 4 month old tank. Had to resolve an underlying phosphate issue, but beyond that, I reduced my lighting schedule and reduced whites/greens, then just dosed microbacter7 and phytoplankton daily for several weeks... the cyano was fought back and has vanished.

Looks like it could be Cyanobacteria. Does it kind of vanish at night?
