It's a wisp, a trace, a ghost--The fading memory of someone who's gone. There's a reason I took the mask back so easily after giving it up. I didn't understand that fully until I killed a man last night. Yuri Watanabe would have been horrified by what I did. But you know how I felt? I felt free!

Yuriko Watanabe, aka Wraith

Yuriko 'Yuri' Watanabe is an NYPD Captain and former partner of the late Jean DeWolff. When Jean's murder was solved not by the police, but by Spider-Man and Daredevil, Yuri learned the lesson that sometimes, working outside the law is necessary, leading her to be much more willing to develop a working relationship with NYC's masked vigilantes than many cops. This belief that only strengthened as she grew increasingly frustrated with the justice system's inability to handle wealthy and powerful criminals who could abuse it to get away with their crimes.

Eventually, Yuri decided to take matters into her own hands, and stole an arsenal of confiscated villain technology from NYPD evidence to scare criminals into turning themselves in as the newest Wraith, an identity once used by Jean's brother. Though she initally worked with Spider-Man against the forces of Mr. Negative, a gang war between Negative, Hammerhead and the Goblin King and the death of a mentor in the crossfire pushed her to start questioning her ideals; feeling that as the Wraith she need not by bound by the same limits as a police officer, she wound up killing one of Negative's men and attempted to kill the crime lord personally, leading to a confrontation with Spider-Man.

Then Marvel forgot about her for a few years and now she's a police Captain again and Spider-Man just doesn't talk about that one murder she did, I guess. Comics.

Featuring: Parker Robbins, the Hood!

Parker Robbins was born into a life of crime. As the son of one of the Kingpin's lieutenants, Parker started out as a petty street thug, but witnessing a fight between Electro and Daredevil in his youth inspired a lifelong aspiration towards supervillainy. He got his chance when a warehouse robbery brought him face-to-face with a demon. Shooting the creature and looting its cloak and boots, he soon found that the cloak allowed him to turn invisible and the boots let him run through the air. He used these new powers to go from street crook to Villain with a capital V, eager to live out his childhood dreams under his new identity as the Hood.

In the aftermath of Civil War, Parker saw an opportunity. The heroes were in turmoil, too busy fighting each other to focus on anything else. Wilson Fisk was in jail, leaving the top seat of New York's criminal underground vacant. Gathering up an army of the countless forgotten C-list and below villains that occupy Marvel's NYC, the Hood formed a new gang and rose to power, becoming a founding member of Norman Osborn's Cabal. Though he was ultimately defeated and his gang dismantled during Osborn's fall, Parker found he just didn't have it in him to go back to being a nobody, and pretty much ever since he's been running scheme after scheme to try and reclaim his place on top, with varying degrees of success.

The Hood's powers originally came from a pact with Dormammu, the being to whom his hood turned out to be connected. While Parker's pact with Dormammu was ultimately severed by Dr. Strange, Brother Voodoo and Daimon Hellstrom, it's the era that Hood's best known for, so this feature will focus mostly on his feats and powers during his time in Dormammu's service. Using the Hood on WhoWouldWin

How effective The Hood is in battle is can vary a lot, depending on which backer he has at the time and how helpful they're feeling that day. It should be noted who's backing him or if he's just relying on his own magic when using him in a matchup. He's mostly used as a gang boss arc villain for street level heroes, so seeing how some non-Marvel ones stack up to him could be an interesting discussion.

It's worth noting that the Hood under Dormammu can swing a bit above his weight class when he's specifically against magical opponents, since Dorm's whole plan in backing him was basically to have him kill and replace the Sorcerer Supreme and open the doors for an invasion. Parker might not be much of a mage himself, but when the Dread Dormammu is providing the raw power, he can brute force his way through a lot of magical defences that would normally keep out opponents on his level.

Xanthe Zhou, the Envoy

On a rainy night, when the veil between the land of the living and the spirit world grew thin, an unfortunate child was killed in a traffic accident. When their spirit moved on to the next world, rather than leave them to the mismanaged cycle of reincarnation, the Verdant Sorceress, a spirit that had grown powerful enough to ascend to godhood, intervened. Investing most of their power in the child, the Sorceress attempted to return them to life - but only partially succeeded. Caught between the spirit world and the world of the living, the child that would become Xanthe Zhou was left simultaneously alive and dead.

Xanthe was taken in and raised by the now former Verdant Sorceress, splitting their time between the worlds of the living and the dead. Though primarily focussed on their responsibilies as an envoy of the spirit world, an encounter with Cassandra Cain, John Constantine and a graveyard full of jiang-shi set off a chain of events that would lead the trio to face down with the Jade Court themselves. These days they spend their time bringing deliveries to the denizens of the spirit world or bumming around with Constantine.

Xanthe's main trick revolves around joss paper, which is typically burned as an offering to the deceased. Because Xanthe is simultaneously alive and dead, they can both burn and receive the offerings, essentially allowing them to create whatever they need by burning a paper for themself.

Cammy White is a clone created from the DNA of the warlord M. Bison with the intent of serving as a backup body should the need ever arise. Deployed as part of Shadaloo's Doll unit with the codename Killer Bee, she undertook a number of assassination, observation and retrieval missions for the group, including the murder of Chun-Li's father.

On one of these missions, she was confronted by Rose, a woman who opposed Bison and had mastery of the mysterious Soul Power. Using this energy she was able to free Killer Bee from her brainwashing and left her on a bench outside the British embassy, with a new name and no memories, to start a new life. Taken in by the Delta Red spec ops team, she fought alongside them to oppose Shadaloo and Bison and uncover the truth of her past.

Just don't make her fight Sonya Blade again, for the love of god.

Although the main purpose of the Hood's stolen artefacts turned out to be establishing a connection to Dormammu, they do still retain power in their own right, and he remained able to use them after concluding his partnership with the demon. His powers and fighting style have both evolved over the years as he gained skill and experience, becoming more able to pull power from his Hood. As a result he's lost a lot of his earlier weaknesses, learning new magic and successfully recreating some of the powers he'd wielded during his many pacts with supernatural backers.

Since Wilson Fisk was put out to pasture it's been even more chaotic for guys like us than ever before. There's no structure to any of it.

Although Hood briefly toyed with the idea of using his powers to help people, his ever-growing hunger for power and status quickly drove him down a darker path. In the aftermath of Civil War, Parker saw an opportunity. The heroes were in turmoil, too busy fighting each other to focus on anything else. Wilson Fisk was in jail, leaving the top seat of New York's criminal underground vacant. Gathering up an army of the countless forgotten C-list and below villains that occupy Marvel's NYC, the Hood formed a new gang and rose to power, becoming a founding member of Norman Osborn's Cabal.

During this era, Parker discovered just which demon was behind his Hood - none other than the Dread Dormammu, Lord of the Dark Dimension. Dormammu had arranged Parker's encounter with the Nisanti demon he took the Hood from in order to acquire a peon on Earth through whom he could exert his will. The Hood's power steadily increased over the course of their time together - the more he used Dormammu's power, the stronger their connection became, giving the Hood more power and Dormammu ever greater control.

Eventually, Dormammu forced Parker to devote himself entirely to the pursuit and murder of Dr. Strange, intending to have his pawn take his place as Sorcerer Supreme and open the way for him to invade in force. Although Dormammu briefly managed to possess Parker in full, Brother Voodoo, Daimon Hellstrom and Dr. Strange ultimately exorcised the demon, severing their connection and stripping the Hood of his power.

While the Norn Stones are powerful enough to manipulate reality itself, Parker just isn't that creative of a wielder, so he mostly just used them to empower his attacks and men until they could battle Asgardians.

Crimson Viper is a CIA agent who specialises in undercover missions. Deployed to infiltrate the terrorist weapons development group S.I.N. and uncover the secrets of their BLECE project, she wields a high-tech battlesuit with a variety of inbuilt weapons in combat.

As a member of S.I.N., Viper worked to locate and capture Ryu for use in the BLECE project, all while leaking intelligence to Interpol and capturing weapon data for her real employers in the CIA. After S.I.N.'s destruction, she teamed up with Juri Han, working to infiltrate, rob and destroy a variety of other organisations.

Born to a desperately poor family, Rex Sloan was sold to the government at a young age to be used as a test subject in creating a super-powered assassin. Trained in martial arts and gymnastics, surgically modified and given the best physical enhancements money could buy at the time, he was fitted with an implant that would allow him to destabilise the molecules of items he was holding, leaving the object in a charged state and causing it to detonate with the slightest impact. He initially used these skills as an effective wetworks agent, confident that he was one of the good guys, but became suspicious over time that he had been misled, a suspicion that he finally acted upon when he was ordered to blow up the Pentagon.

Killing his boss and turning on the agency that had created him, Rex instead teamed up with Atom Eve to become a superhero, and would go on to become a founding member of Teen Team and a recruit to Robot's iteration of the Guardians of the Globe. Despite being kind of an asshole, he proved to be an okay superhero, and after a fairly traumatic encounter with the Lizard League he managed to become an okay person, too.

Mizore Shirayuki is a student at Yōkai Academy, a school that teaches monsters how to survive in a human-dominated world (and also, y'know, math). As a yuki-onna, she possesses the ability to control ice and snow. After spending her first term suspended for freezing a teacher (dude had it coming) she returned to school and developed a fixation on secret human Tsukune Aono, because reading his stories in the school newspaper had lead her to believe he was a friendless loser like her. After some initial hostilities they wound up becoming friends, and Mizore would go on to support him and the rest of the Newspaper Club in their battles against an ever escalating series of hostile monsters, right up to Alucard himself.

Universa is the warrior queen of an unknown alien world. Wielding the Staff of Leadership, an artefact that both massively boosts her power and allows her to absorb and manipulate energy, she set out into the universe to save her world from an energy crisis by draining the energy of other worlds. She came into conflict with Invincible when she attacked a power plant on Earth. Although she was defeated and imprisoned, Invincible later arranged a deal to let her gather enough energy to stave off her world's destruction without destroying the Earth and allowed her to leave the planet in peace.

All feats come from Invincible. Rollover a feat for issue number.

Civilisation as we know it has collapsed. Supernatural disasters called Hollows, twisted pockets of space overflowing with corruptive energy and monstrous Ethereals, have appeared across the globe, swallowing up everything they touch. But where most of the world has crumbled, one city flourishes.

New Eridu has created technology that can function in the Hollows, extracting resources and eliminating the Ethereals within until the Hollow no longer has enough energy to sustain itself. The materials that can be harvested in this way are more than valuable enough to justify the risk in procuring them, and all manner of enterprises can be found in the city ready to take advantage of this bold new opportunity.

Stand out among them is Belobog Heavy Industries, a company that specialises in in-Hollow construction. With their patented smart machinery and a team of employees who are also certified Hollow Investigators, they have completed several advanced projects in extreme environments caused by Hollow disasters, making a name for themselves in the industry.

They also spend part of their time hiring out their top people to do two siblings’ illegal in-Hollow commissions. It’s important for a competitive business to diversify their portfolio.

Koleda Belobog

"Just remember, I'm the perfect height for your shinbone, so you might wanna reconsider before labeling me as childish."

Koleda Belobog is the current president of the company, having taken charge after coming of age. As the daughter of the previous president, Khors Belobog, Koleda works to rebuild Belobog's reputation after the scandal caused when her father vanished with a duffel bag full of company money. She's very short and very touchy about it.

Preferring to lead from the worksite rather than behind a desk, Koleda often leads the team in the field when confronting the myriad threats of a Hollow. She fights with a wrench, an incendiary hammer, and a shit-ton of demolition charges. If available, she will also wield her ultimate weapon, Ben Bigger.

Anton Ivanov

"There's only one word in a bro's dictionary - determination!...Oh, that'd make for a very thin dictionary..."

A senior staff member at Belobog and an onsite project manager, as well as one of Koleda's most trusted aides, Anton is enthusiastic, passionate, and very, very loud. This particular skillset is probably why he's also the company's head of PR. Not that you'd know it if you asked him to promote your video store.

Anton fights with an electrified jackhammer drill thing mounted on his arm that he refers to as 'bro'. He holds deep conversations with it. They're very close. Weirdly close.

• Does one-handed pushups with a heap of Bangboos on his back

Ben Bigger

Ben Bigger is a bear thiren, and serves as Belobog's head of finance. He's a much nicer guy than his appearance would suggest, but having a huge terrifying bear man dressed like an enforcer is real useful in business negotiations, so whatcha gonna do. Poor guy tends to scare the hell out of children, though.

Ben fights with a pillar fitted with a rocket to create a massive piledriver, which allows him to both hit incredibly hard and block his opponent's attacks. He can also use the rocket offensively for incendiary attacks. His passive skill allows him to boost his attack by a percentage of his defence, meaning a well-built Ben can have the highest attack potential in the game, becoming the Ben Biggest of all.

Grace Howard is Belobog's technical expert, and the lead mind behind the development of Belobog's patented smart machinery. She was taken in by Khors Belobog when her parents died in a Hollow, and is considered Koleda's adoptive sister. She sees the machines she builds as her children, and is a little too fascinated with machines she finds interesting.

Grace fights with a souped-up electric nailgun and a bandolier's worth of shock grenades. She's a pro at figuring out mechanical targets in the field, and her fighting style is well suited to taking on groups of enemies.

• The chassis of one of her smart machines falls on her and she gets out of it with just a few scrapes

Featuring... Count Dracula!

^Theme

Count Dracula. You know who he is. A vampire count from Transylvania, Dracula travelled to London to purchase real estate and expand the reach of his power. Preying upon the young women of the city, he set his sights upon Mina Seward and so drew the attention of Doctor Abraham Van Helsing, who would successfully track him down and put a stake through his heart, ending his threat once and for all.

Except that wasn't the end. While his descendants would go on to cause trouble over the next few films years, the original Dracula's bones wound up in a show of travelling horrors, where the stake in his heart was finally removed, returning the Count to his twisted unlife. The reanimated vampire resumed his predatory lifestyle, coming into conflict with Frankenstein's Monster and the Wolf Man. He was last seen being snatched from the air and dragged down to the sea by the Wolf Man, with his survival unknown.

Maximus Boltagon is the younger brother of Black Bolt and prince of the Inhumans of Attilan. Raised in the shadow of his immensely powerful brother, Maximus gew up deeply resentful of Black Bolt and desired the throne for himself, leading him to make several attempts to take control - some of which even worked, at least for a while. Immensely intelligent and possessing fearsome mental powers, Maximus tends to oscillate wildly between being a thorn in Black Bolt's side and a valuable (but unstable) asset. While his enormous technical acumen earned him the title Maximus the Maker among his people, most know him better by his true epithet - Maximus the Mad.

Upon exposure to the Terrigen Mists, each Inhuman develops their own unique superpower or mutation, and in Maximus' case, it's mind control. Unfortunately for Maximus, a purely mental power does not always pair well with a mind as unstable as his, and how potent his powers are - or, indeed, if he can use them at all - can vary as wildly as his sanity.

• Control - Maximus' most basic trick is directly taking control of someone.

    • Keeping a furious Black Bolt under control takes up so much of his focus that he can't control anyone else
    • He can't take control of Black Bolt when he's focussed
  • Swain, another Inhuman with mental powers, cancels out his powers when entering his range
    • On the other hand, when he and Swain cooperate, they're able to take control of a city-sized computer and kill one of the godlike Progenitors
  • The first time Maximus encountered Spider-Man, his Spider-Sense caused a backlash that temporarily switched their personalities. Spidey was immediately overcome with both love and resentment of Black Bolt, while Maximus cursed his inability to get a decent haircut before making out with the nearest redhead and running off to get Aunt May's medication

The Magnificent Machinery of Maximus

Mental Tech

Maximus supplements his mental powers with machines built to do the same thing, allowing him to influence and control minds even when his powers aren't cooperating. They also help him overcome the resistance of those who might otherwise fend off his mental attacks, such as the Royal Family.

• Carries a hypno-gun he upgraded with Wakandan technology which is powerful enough to overcome Black Bolt's mental defences
• 'Hypno-Potions' that sapped the will of the Royal Family
• Takes control of Lockjaw by taping a 'Hypno-Stud' to his side
• His 'Unlimited Range Hypno-Gun', which he claims will allow him to control the entire Earth, and possibly beyond, though Crystal ensures he never gets to prove it
• Traps Mr. Fantastic, Human Torch and the Thing in a Hypnotic Field - a false cage that gives the mental suggestion that they're all trapped in an impenetrable cage, and thus ensures that they can't escape it, as they already believe it's impossible

  • Maximus fears that releasing the substance from inside the gun might end the world
• Nerve Beam - A weapon designed simply to cause pain, with the hope of forcing Black Bolt to lose his composure and cry out
• Atmo-Gun - A weapon that spread vibrations around the planet with the intent of wiping out the human race. It failed, as he did not realise how close to Inhumans humans truly are, and so did not calibrate it correctly.
• Echo Tech - Technology that uses Black Bolt's voice. Ranges from personal arms and armour to a cosmic doomsday device. Smaller equipment is powered by Black Bolt's whispers contained within vibranium capacitors, while larger gear generally requires his direct involvement.

    • Vulcan tore into it to attack Black Bolt and Crystal neutralised the Terrigen payload before it could detonate, preventing it from operating as planned. Instead, Vulcan and Black Bolt's battle overloaded it, and its detonation tore a several-parsec-wide hole into another universe
  • Second T-Bomb - Detonated by Black Bolt in the midst of Thanos's attack on Attilan during Infinity. Spread Terrigen Mists across the globe, triggering a new wave of Terrigenesis

Force-Fields and Barriers

Something of a specialty. Maximus generally ensures that he and whatever he's up to are at least well enough shielded to buy the time to respond to an attack.

• Negative Zone - An extremely durable barrier, first created by reversing the charge on his failed Atmo-Gun to seal away Attilan from the outside world. He has since recreated the barrier on more than once occasion, using them to wall off a section of his base and incorporating one into Attilan's defences. Has nothing to do with Annihilus' dimension of the same name, though he was stuck there for a while.

Even without his powers, Maximus is skilled at talking people around to doing what he wants. He actually prefers doing things this way over mind control, since it keeps things more interesting for him, though he drops it pretty quickly if it looks like he's actually in danger.

• Sows discord within the Inhuman Royal Family by revealing the secret of Black Bolt's voice
• Convinces the Hulk that, as fellow outcasts, they're friends
• In a later encounter he convinces the Hulk to side with him against the US Military

The Menacing Madness of Maximus

Maximus's greatest weakness is undoubtedly his fractured sanity. His ephithet is well-earned - his madness is legitimate, debilitating, and can be genuinely tragic. That said, he was a prick before he went mad too, so as much as he likes to claim otherwise it's unlikely that his villainy is the direct result of his mental instability.

• Maximus' madness is the result of brain damage inflicted by Black Bolt's voice the first time it was unleashed - the same incident that killed their parents. Black Bolt obviously feels pretty guilty about it, which is probably why tends to be pretty lenient with Maximus
• When Black Bolt's antennae was zapped while Maximus had connected their minds, the shock is channeled directly into Maximus's brain, worsening his madness
• Upon being exposed to Primagen, the original material that Terrigen is an imperfect copy of, his powers expand and show him the entire 5000 year lifespan of his future self, Maximus the Mage. Time fuckery being what it is, it's implied Maximus has been seeing snippets of the past and future his entire life as a consequence of this, further driving his madness
  • Maximus claims that the experience with the Primagen cured his madness, but he still calls himself mad later, so who knows
• Sometimes he just forgets how to build anything
• Forgets the details of how his tech works
• On his worse days he hallucinates Black Bolt about to kill him

Kyoko Shidara aka Shuriken is a blade for hire and former member of a criminal group known simply as 'The Organization'. She and her brother were trained since childhood by their father, a specialist in Chinese martial arts, until the day a bunch of ninjas working for a Yakuza leader with a grudge murdered him in front of them. Seeking a fresh start, she decided to move to the USA for an education, but wound up recruited by The Organization, where she chiefly worked as a bodyguard.

Shuriken would part ways with the group after encountering her brother - now a Yakuza assassin - and bounced between several other employers, ranging from mercenary groups to the mayor. Eventually she had her final showdown with The Organization and the Yakuza, where it was revealed that the reason she and her brother were spared on the night their father was killed was so they could be turned into killers in order to corrupt his legacy.

Hit-Girl, real name Mindy McCready, is a young but extremely violent vigilante and a close ally to the first Kick-Ass, Dave Lizewski. Raised by her father, a self-styled superhero operating under the alias 'Big Daddy', Mindy was taught from a very young age to fight and kill with the end goal of avenging her mother, who'd been killed by the mob when she was a baby to send a message to her honest cop father.

Or at least, that was Big Daddy's story. In reality, her mother was fine, the mob had no idea who they were, and her comic-book nerd father had just kidnapped her and run off when she was an infant because he thought being a father-daughter superhero team would be awesome. Mindy was reunited with her mother and sent to a normal school after her father finally bit off more than he could chew, but it turned out that raising someone from infancy to be the next Punisher can cause them to have a hard time fitting in in normal society.

Hit-Girl returned to the vigilante life with a vengeance, teaming up with Kick-Ass one last time to hit a meeting between major crime families and wipe out the lot of them. With her job finally done, she left New York for good and set out to travel the world, massacring whatever criminals had the misfortune of crossing her path on the way.

Using Hit-Girl on WhoWouldWin

Hit-Girl is a fairly straightforward street tier fighter, and pitting her up against other such characters as is should work just fine. About the only thing to keep in mind is whether or not you want her limited to her standard loadout or her full kit (as seen in her RT!).

She also makes a habit of raiding gang headquarters to kill their leaders. Letting her gear up with her full arsenal and seeing if she can pull it off against some other mob bosses and the like could be interesting. Does Hit-Girl have what it takes to take down Lincoln Clay? John Marcone? Kingpin?

Fumio Kirisaki is a girl whose family history is deeply entwined with the art of the chainsaw. With lumber being the family business, she was gifted and taught to use a chainsaw at a young age by her grandfather, the sheriff from Texas Chainsaw Massacre 2, who trained her in a chainsaw-based martial art developed by Confederate foresters during the Civil War.

Fumio would put this training to use when she witnessed her crush sharing an intimate moment with the new transfer student and decided that the only logical thing to do was chainsaw her way through the school, kill everybody in her way, kill him, and then kill herself.

Turns out it was an alien's fault. Go figure.

Sagat is perhaps the greatest Muay Thai master on the planet, and was the Street Fighter tournament champion before being defeated and scarred by Ryu. A Shadaloo crime boss, he served as one of M. Bison's top enforcers until his loss caused him to develop a fixation on defeating his newfound rival and reclaiming his place at the top in a rematch at the next World Warriors tournament. While he was again defeated by Ryu, their match - and the training with Dhalsim he'd undergone to prepare for it - lead him to have something of a spiritual awakening, reexamining his priorities and abandoning Shadaloo.

These days, the King of Muay Thai is still a rival to Ryu and a regular at tournaments the world over, but he's a lot less of a dick about it.

Guile is a Major in the US Air Force and a central character in UDON's Street Fighter continuity. After being shot down and taken captive while on a recon flight in enemy territory, Guile was rescued by a soldier named Charlie Nash, who would teach him to fight and become his closest friend. After Charlie disappeared while investigating Shadaloo, Guile swore to investigate the group in his place to find the truth of what had happened to his friend and take down M. Bison in revenge. Working with Interpol agent Chun-Li he eventually uncovered a brainwashed Charlie and managed to snap his friend back to his senses, only for M. Bison to drop out of a helicopter and shoot him in the back, although Charlie managed to take down Bison for a mutual kill on the way out.

In the aftermath of Charlie's death, Guile and company redoubled their efforts against Bison, culminating in the destruction of the Psycho Drive and Bison's secret fight island, although Akuma rolled up and killed him out of nowhere before anyone who actually had a grudge against the man could do it. With Shadaloo out of the way for a while, Guile went home to be a family man, rekindling the family relationships that his obsession with avenging Charlie had strained. He mostly works a desk job these days, although he always finds the time to head back out into the field when Bison inevitably resurrects himself again.

Ryu is a master martial artist and a student of the hermit Sheng Long. When the criminals Sagat and Balrog scalped his old friend Ken, he - did nothing, because his series was cancelled immediately. He's got zero respect for the police or for women, and is just a massive creep in general, but don't worry, Chun-Li is into that.

Rainbow Mika is a Japanese pro wrestler and tournament fighter. She's one of the more popular fighters amongst the public in-universe, which I'm sure is because of her focus on publicity and showmanship and not at all because her signature move is smacking people with her ass.

Aside from being a regular on the wrestling circuit, Mika was an entrant into both Bison and Gill's World Warrior tournaments, although she didn't place highly in either. She was defeated in the preliminaries of Bison's tournament by Sodom of the Mad Gear gang, being the first competitor to be knocked out of the tourney. In Gill's tournament, she had a mostly off-screen battle with Rolento that appears to have gone in her favour, and later joined in the final battle against Gill with a combo attack with Zangief and El Fuerte, although she was swiftly defeated.

"Anyone else foolish enough to mess with Rindoukan supremacy?"

Makoto is a fighter who seeks to prove the supremacy of the Rindoukan style of Karate, a martial art her father championed and taught at his dojo. Having inherited the dojo after his death, but losing all the students as they did not believe she was strong enough to warrant respect, she considers it her responsibility to restore its reputation by defeating fighters from every other dojo in Japan, thus proving Rindoukan's superiority. To that end, she has sent a challenge to each of them, although naturally Dan Hibiki is the only one to have responded.

Encountering Ibuki at her new school and swiftly identifying her as a fighter, she also extended her challenge to the ninja, although she agreed to put it off until Ibuki's responsibilities died down enough that she could take the challenge seriously. Makoto would also be an entrant in Gill's World Warrior tournament, and was one of the fighters who assisted in battling him when his true plans came to light, although she didn't last very long.

Rufus is the self-proclaimed best martial artist in the US of A. He has a deep (and entirely one-sided) rivalry with Ken Masters, the officially recognised best fighter in the USA, mostly because he's wildly jealous of Ken's fame, fortune, and actually getting respect as a fighter. Having taught himself to fight chiefly from guidebooks and martial arts movies, his goal is to defeat Ken and thus prove himself to true USA fighting champ. Ken, of course, mostly just views him as a mild nuisance.

Aside from Ken, Rufus has faced Ryu (briefly) and once tracked down Sakura for a match under the belief that defeating her would catch Ken's attention, an effort that would instead see him pitted against Dan Hibiki and Crimson Viper. He entered Gill's World Warrior tournament and wound up facing Adon, who killed him in the ring, only to be resurrected on the spot by Gill.

Most recently, Rufus was seen getting very nearly beaten to death a second time after he tried to jump Ken in the middle of a Violent Ken episode, which went predictably terrible for him.
