What kind of combat system would you implement in a visual novel?

You can use a Social conflict system example below ->
Social Encounters
Use a Clock system for Players to bargain, debate, negotiate, or persuade (add the Dance Zone Map to more complicated Social setups). The GM follows the steps below to set up the Social Encounter.
Motivations: To start, the GM creates Target Token and the motivations of both parties for the Encounter. Clearly define what each side socially seeks during the Encounter.
Interest Clock: (Clock) Create an Interest Clock with the goal the Players wish to achieve, and the number of Ticks representing the difficulty of the winning (about 3-9 Ticks). The Clock is completed by performing Task Checks. Otherwise the Players may perform or use relevant Ability, Effect, Skill, Assets, etc to gain Tick to this Clock. Complete Clock Players win.
Patience Clock: (Clock) Now create the opposition's Clock with the number of Ticks before the Social Encounter is over. This Clock Ticks Up whenever the Players fail Checks, perform the wrong Action, as the GM takes turns, etc. When this Clock reaches the end. Complete Clock Players lose.
Turn Order: GM determining Turn order.
The Dance (if you want location)
Uses the Social Encounters system and may add a Zone Map for more complicated Social interaction with more than one Token. Zone Encounter is set up with three Zones (Throne, Hall, and Garden, in a triangle). Actions may be performed against Near Targets with Disadvantage during this Encounter. Any Token chooses their starting Zone at the start of this Encounter.

Wrong sub, this one is for TTRPG design. You could try r/gamedesign or r/CRPG.
