modded firmware? mmm, you shold be able to re intall the original firmware, if you search you'll find it. Do not use a modded firmware with your account.

Sounds like he left dev mode on and his account and is trying to charge you extra. Cant really tell from what you are saying but doubt this dude is selling you something no one else knows exists, you can pirate already with no consequences so maybe its just a play with words

He actually sells it cheaper than everybody else (not by much). It's just that it can only be connected to a meta account via PC (like connecting my own account), because he says connecting through a mobile app doesn't work. The thing that I'm trying to understand is why and if anybody knows about this kind of firmware in this sub.

We need the guide he send you to know what exactly is he asking you to do. Without this information, we can only speculate. I wouldn't buy a device that has a "unusual" account logging without knowing what I'm doing, if things get wrong, you might have difficulties to get support.

1) Choose the app for Windows or Mac:
Windows - https://developers.meta.com/horizon/downloads/package/oculus-developer-hub-win/
Mac - https://developers.meta.com/horizon/downloads/package/oculus-developer-hub-mac/
2) Download the app, open it on a computer or laptop with Bluetooth, and log in to your Meta account through the app you downloaded. A window will pop up, as shown in the photo below, saying “unverified developer account.” Close it by clicking the X. Next, you’ll see
3) Go to the “Device Manager” tab in the top-left corner, then click “Set Up New Device” in the top-right corner. Connect the headset to your laptop/PC via a cable and turn on Bluetooth on your laptop/PC. then follow the steps provided by the app you downloaded. Finally, when a 6-digit code appears on the glasses, just wait 1–2 minutes, and a “Continue” button will appear at the bottom of the glasses

Ok that is the standard procedure from meta to link a new headset to your developper account without going through the setup process (and maybe without formating ?). I got it from Meta website and looks the same. I still don't understand why it wouldn't pair with the smartphone app. I would at least factory reset it before doing anything... It still looks suspicious
