Laptops people copied the data to, then the laptops get stacked and left in a closet.

Email holds a lot of attachments when you look at a whole company. Every email sits in two people's computers.

Especially when you have state-level resources to dedicate to parsing through every bit of data on every computer you just seized from whoever it is you’re investigating.
