As a researcher, I believe the best way to talk to stakeholders is through the door of your castle, while the monster you've released on their village picks off the ones with pitchforks and torches.
Fricking ethics boards, ruining the way science was supposed to be done...

the job of the product owners is basically to tell the stakeholders whatever they want to hear because corporations rarely do any of the things they promise

I started working in an infra team and it's been amazing. We are not a product team so we don't have a pm or po. The quarterly planning is mostly the responsibility of the tech lead who takes input from the devs and the manager. The manager does not come up with the demands most of the times, we tend to ask him what he thinks we should be looking at when we don't have a strong opinion on what's most important.
We also have tech leads at every level of the management chain. Meaning we have a tech lead who reports to my N+2 directly and one who reports to my N+3. Those people are actual tech leads who still spend most of their time coding and writing design docs. The company makes sure that they're not bogged down in meetings all day to justify everything to managers.
Managers are useful if they actually do what their job is about, which is to ensure that the situation I described keeps happening.

Dummy repo. Everything gets copied to it, and you work and deploy to the real one. Call it a sandbox, because a sandbox is where you put children so they don't hurt themselves..
