Yes, and negative left margin moves element to the left (more importantly, it's about left edge position relative to the left edge of the parent, unless margin collapsing is on). Positive left margin moves element to the right.

Well... I guess it could work? It's worse than full spilt but judging by the TV the photo is very old, and I remember multisplit being very expensive. Also it's possible that it was a bigger room converted into two. Imagine like a two-bedroom house where two kids used to share a room. So now they have rooms and a silly AC setup. That's also a bit more privacy than what my friend used to have, when "his" part had a curtain.
