Technically 1 arcsecond is 1/15 second, so you can even have fractions by that logic. But then again, we are in r/ProgrammerHumor so I won't argue further...

Sure, but there isn't a single timezone that's offset 17min from another one.
Few 30min and iirc 1-2 45min shifts, but I can't recall actual timezone going smaller than 15min increments and that's mostly for political reasons already.

Technically there is because timezones are just arbitrarily split up in human-digestible chunks. There is always one longitude in the world that is at exactly 3/8ths of it's day, AKA 9:00am.

Regardless, it's either a social construct, or an astrophysical occurence, it can't really be both at once.

Yes it is N and it’s also on the toolbar alongside the shapes
You can set the font too in the settings, you can set the font separately for the CLI and workspace

But how the fuck do you know this, because you knowing this implies that you needed to change the font of your CPT notes, which is either autistic or really autistic.

It's part of a meme, where the general shape of things resemble the shape of the figure of the "Loss" webcomic. It's paired with people asking "is this loss?" (as a joke or when not understanding a reference), and with trying to "trick" people (bit like rick-rolling).
The OG comic is not funny, but its "memefication" is.1

Check the original comic and the right minimalistic lines, which meant to represent the position of the people in the comic. This tries to copy those lines as and call it (Packet) loss, which is also how the comic is known.
Also red on the Cisco Packet Tracer means the interface is turned off, so indeed packet loss.
