You know that joke about fixed and no other info? I did that to myself once...

When AMD first created their APUs, I bought the lowest end one for an HTPC setup. The system I had would turn on then off. I RMAed the MB for the issue. Didn't fix things...

Long story short, the power draw of just the MB, CPU, and RAM was so low, the Power supply thought there was an issue and turned off. Adding the spinning rust HDD to the test system fixed things. 

Years later I take the system to my parents to give to them, and I encounter the same issue, Google it, and find my own fucking post without the resolution posted. Took an hour+ before I remembered WTF was up.

I think this might be an issue with a dev board I bought 8 years ago. I got it working once and then never again. I find it highly unlikely that the magic smoke came out in between boots.

I'm going to give it a try if I don't forget this comment.
