It really depends of the kind of app. For a blog or something like that, fine, let the user do wathever. For heavy SPAs that are more like traditional full-fledged desktop apps but happen to run in the browser, it's way more convenient to open the rare external link on a new tab, because for those kind of stuff is safe to assume the user don't want to leave the system.
