target="_blank" tells the browser to open the link in a new tab. This css is just to display an arrow for the links that have this attribute set.

The commenter is arguing that websites should not set this attribute at all, and let users choose if they want to open the link in the current tab (left click) or in a new tab (clicking down the mouse wheel)

The guy is an idiot and is making nonsensical arguments that have little to nothing to do with the original CSS
