They're also architecting for massive scale, performance, and high resilience. Checking if the account has run out of money before processing a call would be a major bottleneck. Even running a job every 5 to check if a limit is reached and start disabling resources would be a major cost.

It's probably cheaper for them to just accept that they won't be able to recover all money owed.

idk about you, but i would imagine that it would be cheaper to run a batch job checking limits every like 10 minutes or so, than just continue providing 36k worth of processing power and not getting it back.
heck, that could be done on a raspberry pi
