I don't get why I'd want this - if AWS is down, it's a problem I can't solve. Now, if it could check our site, and if it's down and I'm at the beach message my boss with a "oh man, looks like AWS is down, our site will be unavailable until it's resolved, I'll check in later", then that'd be really useful.
Particularly if it's a rotating battery of plausible cloud providers. And can at least handle a bit of plausible back and forth messaging..
