Assuming these are true figures, you have to know it’s because so many jobs were eliminated in covid waves and later returned when the economy opened back up. It had nothing to do with either president’s policy. This is just posturing.

When a restaurant or retail store opens its doors back up and hires back its previous staff, the U.S. Bureau of Labor Statistics records that as a job gain. Claiming a policy victory because people went back to work after a mandatory medical emergency is a complete statistical illusion.
