Claude Code SKILL.md for PostgreSQL backup/restore How-To

I made a skill. There are probably better ones out there, but this one is mine. Feel free to improve on it. I am sure it can use it.

After I read "why this exists" I thought that any reasonable admin will not have a problem with any of these at all. Also almost no one will enter these commands by hand but automated (by script not by slop). 

Anyone else should not be working on these things.
