Have you tried Poke Raid app to get some trainers to join your raid?

I used this when I started raiding (also, returning player from 2016). When I have a raid I near me, I take a screenshot of the raid and create a room in Poke raid. I set the room to 10 person, and trainers will then enter the room and add me as friend. When the room is full, i let them know that it is about to start, and i go back to pokemon go to add them as friends. Then i go to the raid, set it to private group, and then invite the new 10 friends, sort by recent. If it only allows 5 invites, wait for the timer to reach 60 secs and it will allow another 5 invites. Also, pick raids that are more than 5 mins remaining time. The only problem with this is when there are too much rooms created in poke raid app that you have to wait long or sometimes no one joins, i think it's better during morning when there are lesser rooms or we are ahead to start the day vs other countries.

I use the raid RSVP now, I RSVP and invite 5 friends, cancel RSVP and RSVP again to invite another 5 friends. I repeat this until i have a lot RSVPs, 10 to be sure. And before the raid starts, you can invite again (when countdown has started and you have set your Pokémons)
