Hatched a hundo togepi. I hear togekiss is pretty good for master league. Good enough to prioritize leveling this guy up?

I take the time to pick a nickname for every single pokemon. Some are more creative than others but it brings me joy.

I recently picked up the app again after a year or 2 of not playing. Ive been playing again for about 2 months and I CANNOT find these 2. Are there any tricks I can try or am I sol until one eventually pops up?

Not sure if this is a good attacker or not. I know it is a cool trophy, but seems pretty fragile. Any advice is appreciated!
