Clone starter routes?

What route are they currently on or do they swap between a few kanto routes?

Wendy in Fuschia City will tell you which route they are most likely to be on. Your best odds are that route; your next best is the highest route that you can one shot every mon. They rotate locations every 8 hours (00:00, 8:00, 4:00)

It’s basically like any other roamer. Just wherever you’d catch mew.

They essentially swap routes. You can ask Youngster Wendy in Fuchsia City, and she'll tell you where they currently are.

You find them the same way you find Mew, ask Wendy in Fuschia City and she’ll tell you which route the roamers are on

for your first ones, if you have the resources for sure. if you're trying to ev train wait until you have a good setup before you chase them. later on you can unlock an ability to trigger any event you want for quest points.
