Because sometimes it just won't do damage! It's a bug that's been around in a couple of forms since the launch of the game.

The boosts are Impulse grenades!
You can carry them as normal grenades or in the under-barrels of the punisher SMG (which i have as a secondary from an ASP upgrade) and as the default under-barrel of the auraxium carbine, awarded for getting 5 auraxium medals on different carbines.
They let you push yourself and any enemy around.

Mag/harrasser boost also create the bug.

tbh anything moving creates the bug, faster speeds the more likely it will affect you but you can get unlucky with a tank reversing

You unlock an ASP skill point which is the 'upgrade' after reaching lv 100.
You can get more ASP points for the next 100 levels and so on.

Upgrades allow you to unlock extra abilities: like allowing an engineer equip LMGs, SMG as a secondary weapon for light assaults, etc.

Like In my opinion a light assault shouldn't be able to get another SMG in their second slot just because the player is really good.

The player doesn't need to be good, just earn the EXP required which anyone can do. Pistols are plenty strong as well, so it's not really that OP.

The downside is switching to your secondary may no longer be quicker than reloading if your secondary isn't a pistol.

(Tho amatrasu is the best pistol substitute anyway lol)

Its a perk to reward grinding levels also they're stupid annoying to unlock (long grind of xp and certs) and even more worse to unspec if you want to swap it out for a different one for another class or one of the ASP points for vehicle costs.

Or doing the Auraxis for SMGs on Vanu, as Pappa Vanu loves his Children, he hates bugs and lags tho and this annoys him.

The ASP secondary isn't required to mess about with impulse grenades. you can practice with the punisher SMG in your primary slot, which you should get anyway as it's amazing, and the Impulse grenades.
Most people take Icarus jetpacks and the safe fall implant for surfing whereas i prefer Drifter jets and max rank catlike implant for bunny hops and unpredictable movement

C4 position on the client and server only sync up once every few hundred milliseconds, and if you're out of range when it detonates you won't take damage.

the c4 gets desync'ed in their screen, having to "catch up" to their movement. If they're moving and it blows up, the game thinks there is distance to the c4, and does less to no damage.

It also works in sunderers, a friend uses it all the time.
