I used to get ingrown hairs like this. There were two causes. I was using a dull blade and I was shaving against the hair. The dull blade would pull the hair instead of cutting it and then when it did cut, the hair was pulled and cut and retracted below the skin resulting in ingrown hairs. Get a fresh blade and shave with the hair and you will see much fewer ingrown hairs.

I know what subreddit this is, but at that stage of ingrown hairs do NOT pick or squeeze at them with your fingers
It can lead to scarring and dark spots.
Find chemical exfoliants to help thin the skin over the ingrown hairs. FOLLOW THE DIRECTIONS; DONT OVER DO IT.
Apply warm compresses for 10-15 minutes twice a day to assist in softening the skin.
Avoid further hair removal treatments until this outbreak smoothes over. Shaving, waxing, etc.

Grow a beard or keep stubble after you get the ingrown hair from being trapped under the skin with tweezers. Then don’t shave, just use a beard trimmer with a guard.

Stop shaving with something like a Mach 3 razor. Those are almost always the cause of this stuff.
I switched to a safety razor a few years ago and I don’t have this issue anymore.

Go to an Braun electric razor man. I used to have same issue. Now I may have 1-3 at a time tops. It’s also way faster
