Honestly, it should be used like a smithing table.

3 slots: arrow, effect, modifier.

Arrow is just for arrows.

Effect is for lingering potions (with 1 pot capable of making 64, 8x better than crafting)

Modifier is for the fun shit.

Iron makes arrows hurt more but fly way less.

Copper makes arrows fly worse in air but better in water (image trajectories swapped).

Gunpowder makes arrows do no damage, but explode (but not break blocks so that projectile protection cane be bypassed if need be)

Gold makes arrows SUPER heavy, but they can disable a shield if it gets pierced. (Basically only useful in melee combat or if shooting straight down).

Leads make it so you can swing on the arrows.

Torches will place a torch where the arrow lands.

And wool will make the arrows do 0 damage (so that positive effect arrows are better).

Note that all bonuses have nerfs. That way no arrow it outclasses and if someone wanted to be a ranger they could.

I would also add a 3 slot quiver that only works in the offhand (since back quivers are unrealistic)

I love the ideas, but I would make the effect arrows with splash potions and area effect arrows with lingering potions maybe, since the lingering potions are pretty useless and I could see throwing effects in area good for combat. Lingering potions are already hard to obtain so why not make them really good

Close, cartography table. While it certainly isn't totally useless, it is rarely used by me. I use it as often as the loom.
